«TWO-STATE SOLUTION» AND WHAT GOES BEYOND THAT: PARALLEL VISIONS FOR THE FUTURE - PALESTINIAN ISSUE AND THE POSSIBILITIES OF SETTLEMENT

The current phase of the Palestinian Israeli conflict is characterized by many factors, including but not limited to: The tendency of the Israeli elite as well as the Israeli government to religious and national extremism and the growing role of the “settlement lobby”, and these are continuous and developing transformations that started many years ago… the division within the Palestinian National Movement and its erosion as well as the weakening of the PLO amongst Palestinian coalitions inside and outside Palestine… deep transformations within the Palestinian society in the West Bank and Gaza Strip, on the economic, social and political levels, which sheds the light on the need to think about their meanings and possible repercussions… the decline in the stature of the Palestinian cause on the Arabic arena due to the fact that Arab societies and governments are busy with their internal and regional conflicts… the decline in the international interest given to the Palestinian cause amidst a feeling of inability to launch a meaningful negotiation path that may save the “two States solution”.
In such a situation, a growing number of regional and international circles consider that the “two States solution” is part of the past, and that the growing Israeli settlement activity canceled the possibility of establishing an independent and viable Palestinian entity… which leaves Palestinians waiting for the unknown and leaves the door open to many scenarios:

Revival of the two States solution on the Arab and international levels due to the difficulty of coming up with another option, and due to the need for fighting the sources of extremism and terrorism that are using this cause as a justification to spread extremism and justify it.
The scenario of one bi-national State “one vote for one voter” that is an option refused by the majority of Israeli Jews, and welcomed by a growing number of Palestinians.
The multilateral regional solution scenario, including Jordan and Egypt, that focuses on a regional exchange of territories and regional arrangements to solve the issue of the “Palestinian demographics” and assimilate the “State of the remains” that will result from the Israeli settlement insatiability, and here one could include other countries (Lebanon for example) to solve the issue of Palestinian refugees.
The scenario of sliding towards violence or any type of comprehensive chaos (armed intifada, new wars in Gaza Strip, the success of Jihadi and Islamic movements in occupying some lands and imposing rules of influence)

The suggested conference will stretch over two days and includes six sessions (two hours per session) other than the opening session, which means six working hours daily with coffee breaks and lunch break (8 hours)
Below a first draft for the suggested sessions’ titles:

Understanding the political and social transformations within the Israeli society and their repercussions on the future scenarios to solve the Palestinian issue. What does Israel think of the future of the conflict with Palestinians?… two papers in one session of two hours
Transformations within the Palestinian society (inside Palestine and within the diaspora), questions of identity and integration (Jordan), economic and social structures in the West Bank and the ability to produce a “resistance economy”. The situation in Gaza Strip, new players in the Palestinian camps’ environment (Lebanon, Syria and Jordan)
The issue of the Palestinian National Movement with both its national and Islamic wings, division, erosion of influence in Palestinian circles, transformations in the structure of the factions and their ability to contain new generations of Palestinians, infiltration of different schools of Salafism to the Palestinian arena… two papers in one session of two hours
Palestine in a changing regional environment… analyzing the Arab positions (one paper) and analyzing the regional positions – Turkey and Iran (second paper)
Palestine in the new international environment (Europe after the Brexit, Russia’s growing power, the United States under Trump)
A look at the scenarios of the future, where are we heading?

These are suggested titles that will be subject to change or amendment, and when accepted we will start suggesting names for papers’ authors, as well as a list of suggested participants.

«حل الدولتين» وما يتعداه: التصورات الموازية لمستقبل القضية الفلسطينية وإمكانيات التسوية

هل بات خيار «حل الدولتين» من الماضي؟ شهد الصراع الفلسطيني - الإسرائيلي تحولات عميقة في السنوات الماضية نتيجة التأثير المتراكم لعوامل فاعلة أهمها:

ميل إسرائيل نخبة وحكومة للتشدد الديني والقومي وتنامي دور «لوبي الاستيطان»، بوتيرة مستمرة ومتصاعدة منذ عدة سنوات
انقسام الحركة الوطنية الفلسطينية وتآكلها وضعف مكانة منظمة التحرير الفلسطينية في أوساط التجمعات الفلسطينية في الداخل والخارج
الواقع الجديد داخل المجتمع الفلسطيني في الضفة والقطاع، اقتصادياً واجتماعياً وسياسياً، بما يمليه من إمعان التفكير في تداعياته وما سيترتب عليه
تراجع مكانة القضية الفلسطينية على الساحة العربية في ظل انشغال الدول العربية الكبرى - شعوباً وحكومات - بأزماتها الداخلية والصراعات بين القوى النافذة في المنطقة
تراجع الاهتمام الدولي بالقضية الفلسطينية في ظل إحساس عميق بالعجز عن إطلاق مسار تفاوضي ذي مغزى يمكن أن ينتهي إلى إنقاذ «حل الدولتين».

في مثل هذه الظروف، يسود الاعتقاد دوائر متزايدة، إقليمية ودولية، بأن خيار «حل الدولتين» مهدّد في صميمه، وأن النشاط الإسرائيلي الاستيطاني المحموم يكاد أن يجهز على فرصة قيام كيان فلسطيني مستقل وقابل للحياة، الأمر الذي يترك الفلسطينيين بانتظار المجهول، ويبقي المسألة مفتوحة على تصورات عديدة أهمها:

محاولة إنقاذ «حل الدولتين» من خلال تزخيم الاهتمام العربي والعالمي به، في ضوء صعوبة البحث عن أي خيار آخر، ولأسباب متصلة بالحاجة لتجفيف منابع التطرف والإرهاب الذي اتخذ من هذه القضية ذريعته لنشر التطرف وتبريره.
تصور الدولة الواحدة ثنائية القومية القائمة على مبدأ «الصوت الواحد للناخب الواحد»، وهو خيار ترفضه الغالبية الواسعة من الإسرائيليين اليهود، في حين بدأت تطالب به أصوات فلسطينية متزايدة.
تصور الحل الإقليمي المتعدد الأطراف، ويشمل الأردن ومصر، وفيه تبادل إقليمي للأراضي وترتيبات إقليمية لحل مشكلة «الديموغرافيا الفلسطينية» واستيعاب «دولة البقايا» التي ستنتج عن المدّ الاستيطاني الإسرائيلي، وهنا يمكن إدماج دول أخرى (لبنان مثلاً)، لحل مشكلة اللاجئين الفلسطينيين.
الاحتمال القائم بالانزلاق للعنف أو أي شكل من أشكال الفوضى الشاملة (انتفاضة مسلحة، حروب جديدة على غزة، نجاح جماعات جهادية وإسلاموية في احتلال موطئ قدم وقواعد نفوذ في مناطق السلطة إلى غير ما هنالك).

يسعى هذا المؤتمر إلى استعراض التصورات الممكنة من خلال تقييم التحولات المستجدة، وصولاً إلى استشفاف واقعي لمستقبل القضية الفلسطينية في المرحلة القادمة، وينظر تحديداً إلى دور كل عامل من العوامل الداخلية والخارجية في ترجيح التصورات المستقبلية المتوازية.
يمتد المؤتمر ليومين، ويتضمن جلسة افتتاح وست جلسات عمل، أي ثلاث جلسات كل يوم كل منها تتضمن عرضاً لورقتين ونقاش خلال ساعتين، بما مجموعه ثمان ساعات يومياً مع الاستراحات والغداء.
